Former Miss Arizona Teen USA Tori Vance insists ... she wasn't driving drunk before her May arrest -- pleading "not guilty" to DUI yesterday.

TMZ broke the story ... Vance was pulled over last month in Hollywood after flipping a b*tch (making an illegal u-ey) -- and according to law enforcement, she showed signs of intoxication when cops approached her vehicle. Officers gave Vance a field sobriety test ... she bombed.

Vance was charged with two counts of DUI and faces up to six months in jail if convicted. And since she's underage, she could lose her license for a year too.

Last we spoke to Vance, she apologized for the incident, telling us, “I’m truly sorry as my conduct was wrong and not a reflection of who I really am." Safe to say ... she's probably trying to hammer out a plea deal with prosecutors.

A pretrial hearing has been set for July 25th

If the Miss USA pageant really was fixed, you can rule out one possible culprit -- the number crunchers responsible for tabulating the girls' scores ... this according to the number-crunching company.

As we reported, Ex-Miss Pennsylvania Sheena Monnin surrendered her sash last week -- claiming another contestant had seen a list of the top 5 girls long before the final competition ... meaning the results were fixed.

But a rep for Ernst & Young -- the tabulating company employed by the Miss Universe organization -- released a statement today, explaining how its firm did NOTHING unsavory.

According to the rep, Miss USA judges submitted their scores directly to E&Y, and E&Y then independently tabulated them -- the scores remained under E&Y's control until the results were handed directly to the hosts for announcement.

The rep says, no one could have seen a list of the top 10 or top 5 beforehand "because they did not exist until they were tabulated by us."

E&Y insists the results determining the top 5 were determined Sunday June 3rd -- AFTER the evening gown competition -- which rules out the possibility of a preexisting list.

Unfortunately, that's not necessarily true -- the judges could still theoretically have colluded independent of E&Y, which basically makes its statement completely meaningless.

An insider explains it's a common misconception that since the stars of other reality-TV shows like Jersey Shore, Teen Momand the Housewives franchises make huge salaries, the girls on TLC's hit show Toddlers & Tiaras are earning the big bucks too -- but not so!

"Toddlers & Tiaras does not pay their kids. They survive off of finding unique stories that draw in viewers," an insider exclusively revealed.

"They don't even pay for the families' entry fees into the pageants. But the moms do it because it's good exposure for their little girls and that's exactly what they want."

According to the insider, many of the show's hottest little sensations -- like Eden Wood -- left the show so they could pursue other independent ventures that would make them money.

"You will always have moms looking to make their kid the next Eden Wood, so you have to give TLC props for this," the insider said.

"They can cast their entire season without paying a talent fee. It is brilliant."

RadarOnline.com was first to exclusively publish the salaries of some of TV's hottest reality stars, and jaws dropped when it was exposed that Teen Mom's Jenelle Evans makes $75,000 per season, Jersey Shore'sSnooki, The Situation and Pauly D are all paid a whopping $150,000 per episode and The Real Housewives of Orange County's Vicki Gunvalson brings in a cool $450, 000 per season.

Cranston, Rhode Island stunner Olivia Culpowon the title of Miss USA 2012 Sunday in Las Vegas.

Culpo, 20, is a sophomore at Boston University, where she makes regular appearances on the Dean's List. She also plays the Cello.

At one point, she was asked her thoughts on the Miss Universe entry of Jenna Talackova, the transgendered Canadian beauty who was initially turned away from the competition, but later let back in.

Judge Rob Kardashian, citing a question from Twitter, asked Culpo: "Would you feel it would be fair that a transgender woman wins theMiss USA title over a natural-born woman?"

She responded, "I do think that would be fair, but I could understand how people could be apprehensive to take that road. However, there are so many people who have a need to change for a happier life.

"I do accept that because I believe it's a free country," said Culpo, who is set to represent the U.S. at December's Miss Universe pageant. "This is a free country and to each their own."

Nana Meriwether, Miss Maryland, was the runner-up.

Stars such as Rob Kardashian, Joe Jonas, Chef Cat Cora, Arsenio Hall, Mary Lou Henner and Ali Fedotowskywere among the judges Sunday.
